RoVolus, LLC provides a comprehensive suite of environmental planning services for airport sponsors and other aviation-related clients. Our consultants have experience in a variety of disciplines, and our ability to leverage each person's unique talent has been the primary reason for our success. Rocio Zarubiak—Owner 

Rocio is an accomplished manager of airport finance and environmental projects.  She previously worked in the Finance Department at Dallas Fort Worth International Airport and at the U.S. Environmental Protection Agency, as well as running a small business.  She has experience working with airport management to secure financial justification for projects that result in environmental improvements.  Rocio is well connected to key decision makers in the airport industry, and has demonstrated her ability to serve as a trusted advisor.  She is a capable user of environmental models like SGHAT and AEDT.

 

Darcy Zarubiak—Managing Director

Mr. Zarubiak has more than 30 years of experience in airport planning, air quality, airport environmental management, and the operational components of environmental sustainability at an airport.  Mr. Zarubiak is managing the Policy Engineering Analysis and Research Support contract for the Federal Aviation Administration (FAA) supporting FAA’s Office of Airports, Office of Environment and Energy, and Air Traffic Organization. Mr. Zarubiak also led the Air Quality Source Apportionment Study Demonstration Project at Los Angeles International Airport.  In addition, he has helped prepare more than 65% of the successful Voluntary Airport Low Emissions (VALE) Program applications submitted to FAA since 2008. Mr. Zarubiak has a bachelor’s degree from University of Saskatchewan and a masters degree from Princeton University.

 

Stephen Augustine—Director

Mr. Augustine has more than 25 years of experience in the aviation environmental domain as a software engineer, analyst, and consultant. As a senior software engineer he has supported the Federal Aviation Administration's (FAA) Office of Energy and Environment and the Office of Airports as a lead developer on most of FAA’s key aviation environmental modeling tools. He was the original designer and developer of the Emissions and Dispersion Modeling System (EDMS) and provided core support for the development of the Noise Integrated Routing System (NIRS) and the Airspace Environmental Screening Tool (AEST). He is currently contributing to the ongoing development of FAA’s Airspace Environmental Design Support Tool (AEDT). Over the years he has also been the Principal Investigator for several National Aeronautics and Space Administration (NASA) and Airport Cooperative Research Program (ACRP) research efforts as well as supporting the implementation of numerous environmental assessments (EA) and environmental impact statements (EIS).  

 

Donovan Johnson—Associate Director

Mr. Johnson has 15 years of aviation technical experience, specializing in aviation noise and environmental analysis, airspace management, network and fleet analysis, aircraft systems, flight performance modeling, and airside fuel planning. He has led diverse aviation-related projects such as developing new methods of adding military and general aviation noise profiles to industry standard modeling tools, serving as the quality control lead for the primary FAA fast-time simulation tool covering the entire national airspace system, and the development of a nationwide fuel properties database to assist with tracking fuel quality for airport fuel farms. Mr. Johnson has multiple areas of technical expertise and is also proficient in the utilization of multiple modeling and simulation tools used by aviation divisions within multiple Federal agencies, as well as within the private sector. Additionally, Mr. Johnson is a licensed, experienced commercial pilot, with his experience in airline and flight operations giving him valuable, uncommon insight into airline and flight operations. 

 

Allison LaFleur—Consultant

Dr. LaFleur received her Ph.D. in Atmospheric Sciences from Purdue University in May 2023. Because of her background in atmospheric sciences and meteorology, she knows programming, data collection, data analysis, science communication and technical writing, and project management. As a consultant, Dr. LaFleur has experience working on noise exposure studies, microgrid studies, and emissions inventories. She has also assisted with applications for grant funding from the VALE Program and the Airport Zero Emissions Vehicle (ZEV) and Infrastructure Pilot Program and is familiar with the many tools used in these studies, such as FAA's AEDT and the United States Environmental Protection Agency's (EPA) MOtor Vehicle Emission Simultator (MOVES). 

 

Don Maddison—Senior Advisor

For more than 45 years, Dr. Maddison has been involved in transportation planning, primarily involving the technical, operational, and environmental aspects of air transportation.  Dr. Maddison has managed large-scale airport planning projects that have included extensive coordination with local planning agencies as well as citizen and industry groups at airports in the United States and abroad. Dr. Maddison provides technical, contract administration, and overall Quality Assurance/Quality Control services for our clients and is also responsible for helping oversee RoVolus's consulting engagements. Dr. Maddison received his Doctorate in Civil Engineering (Transportation) from the University of California, Berkeley.
